Code of Conduct

This Code of Conduct Agreement (CCA) is presented to parents/guardians and students to ensure knowledge of the expectations and policies at Harriet Tubman Middle School. Our goal is to create a safe and inclusive environment for all students, as well as our HTMS community as a whole.

 The CCA expresses the desired expectations we would like all of our students to value in order to experience and help create a positive learning environment. It is important that all students and their parents/guardians have an understanding of the behavioral and ethical standards expected of students, while also providing a reference point for acceptable conduct. The CCA helps to promote a culture of respect, integrity, and academia, contributing to a positive and inclusive school atmosphere. This also prepares students for success in high school as well as college and career readiness, as they prepare to  step into the workforce as adults. 

Our CCA  does not negate Portland Public Schools' Student Rights and Responsibilities nor the HTMS School Climate Plan, rather, it is in addition. Please continue to familiarize  yourself with the PPS district policies and handbooks, and know that what follows are Harriet Tubman Middle School systems, practices, and policies; we will always work to do our best to support students in a case by case situation.

Before and After School

  • I follow directions from all adults at my school and on the bus

  • I get to my pick up spot or leave campus as quickly as I can
  • I use greetings and welcoming statements with my peers and community members

Passing Periods

  • I know I have three minutes to get to class, so I go directly there
  • I keep my voice at level two when I’m in the hallway (I don’t scream) 
  • I walk in the hallway to move between my classes and respect others personal space

Tardy Expectations

  • I do my best to to show up on time every day to engage in my learning
  • I go quickly and intentionally to class and do not linger in the hallways
  • If I am tardy, I enter the space in the least disruptive way and join my peers in learning

Hallway Pass Expectations

  • I make sure I have a pass and it is visible
  • I go directly to the place designated on my pass
  • I always ask a staff member for a pass before I leave a space
  • I keep my voice quiet so that my peers can focus and learn

Gym Expectations

  • I am responsible for my own personal items
  • I will not eat food in the gym
  • I will keep hands, feet, and objects to myself
  • I will have water only  in a closed container
  • Gym equipment will be distributed by an adult
  • I will respect the PE teachers office and ask before I enter

Restroom Expectations

  • I clean up after myself 
  • I go to the bathroom and quickly leave the restroom
  • I wash my hands and throw my trash away
  • I respect my peers’ privacy
  • I only use the products that I need

Cafeteria Expectations

  • I stay in the main cafeteria area until I am done eating and I clean up after myself before I leave
  • If I am attending a club, I make sure that I have a pass
  • I stay seated at a table while I am eating 
  • I stay on the main floor of the building and I do not run or chase others inside
  • I share space with my peers and welcome others to join 
  •  I show appreciation to our cafeteria staff

Recess Expectations 

  • I respond immediately if a staff member tries to get my attention
  • I do not bring any food outside during recess
  • I stay within the boundaries of the park
  • I am careful with how I use my body and any recess equipment
  • I play with my peers fairly, respectfully, and positively
  • I invite others to participate in games and play

Lockers

  • I keep my personal belongings in my locker or my backpack
  • I make sure I fully close my locker
  • I use my assigned locker and keep my locker combination confidential 
  • I am mindful of other people and wait until there is room around my space

Chromebooks

  • I return the Chromebook to the appropriate cart  and plug it in so it will charge when I’m done
  • If the Chromebook is broken or not working I tell my teacher right away
  • I am careful with the chromebook I am using to make sure it works for myself and my peers
  • I only use my chromebook for appropriate learning activities (acceptable use policy)

Phones

  • I keep my phone, watch or ear buds in my Yondr Pouch.
  • If I do not have my pouch, I turn my devices into the office.
  • I will make proper arrangements with administrators and caregivers if my phone is needed for medical reasons.
  • I make sure my phone is off before storing it in my pouch.
  • I will follow the protocol if my phone is seen out of my pouch.

Office

  • I only visit the office if I have a hall pass
  • I wait patiently behind the counter  until a staff member is ready to help me
  • I stay aware of the other people in the office that might need help before me

 
  • I show respect and appreciation to our office staff
  • I keep my voice quiet to help office staff focus

Assembly

  • I am quiet and engaged once the assembly begins 
  • I stay seated at my assigned table 
  • I enter the assembly space quietly and keep my hands and feet to myself
  • I only exit the assembly space when I am dismissed
  • I keep my voice silent as so that my peers can hear 
  • I am generous and respectful to the speaker/ performer

ASERT Ladder

The ASERT Ladder is a tool used for developing and maintaining attendance support for HTMS students. It encourages regular and punctual attendance. Below is the table which shows the steps the HTMS ASERT team will take to assist students in having the most success in attending school regularly. Research shows that missing 10 percent of the school days (about 18 days in most school districts) negatively affects a student's academic performance. That is just two days a month, and is considered chronic absenteeism.

Behavioral Referral Stages

A "behavioral referral" is a communication from the classroom teacher, school support staff, or an administrator describing a student's misconduct that may have violated classroom or school-wide expectations. Below is a description of each referral stage and HTMS’s tiered responses and support for student interventions.

  • Low level behaviors  managed by classroom teachers.
  • Parents/caregivers will be contacted via phone call by the teacher who wrote the referral.
  • A copy of the referral will be mailed home.
  • Incidents of misconduct that may include, but are not limited to chronic or increasing Stage 1 behaviors. 
  • If a student receives a Stage 2 referral, a copy of the referral will be mailed home, and an administrator or administrator designee will contact parent/caregivers via phone call.
  • Extreme, harmful, and/or illegal behaviors that are dealt with by administrators. 
  • Parents/guardians will be contacted by an administrator and students may have a higher level response that could include a  meeting with parents/caregivers and an administrator. 

 

 

Student Intervention Ladder

The Student Intervention Ladder is a table of tiered supports and interventions to minimize and ultimately stop unexpected student behaviors that impact student success.  These steps are put into place if students are having a hard time following schoolwide expectations, and have not responded to redirection and/or reteaching. It is presented here for parents/guardians to see the steps taken to provide ways for students to learn to manage their emotions and their actions, in order to become as successful as possible at HTMS.

HTMS Cell Phone Policy

 

  • Students are given a Yondr Pouch and keep it for the entire year
  • All students lock phones (and Beats and watches) in pouches during first period
  • At the end of the day, students may unlock their pouches by using a magnet at one of the exit doors
  • Students take their pouch home and bring it back to school each day

Step 1

If a student is seen with a phone or device out in class:

  • The phone goes to the office for the remainder of the day
  • Student may pick up their phone at the end of the day
  • Parent/Caregiver is notified
  • Student receives a lunch detention

Step 2

If a student is seen with a phone out in class for the second time

  • Phone is turned in to the office 
  • A parent/caregiver must pick it up, and a contract is established with administration to turn in the phone daily for the rest of the year.
  • Students are assigned two lunch detentions.

Each class will have a procedure for how to begin class.  The rituals of the class will be explained by the teacher

There are appropriate voice levels to use at HTMS depending on place and activity

-Use the bathroom and fountain that matches the color on your lanyard 

- Students should return within 3-5 minutes

School Wide Social Media and Attire Expectations

Dress and Attire Expectations

In some instances, students may not receive discipline for social media posts made outside of school.  There are a few exceptions:

 

● When posts were made on campus or at the site of a school event.

● When the posts are of harassing, threatening, or bullying nature and cause substantial disruption to the learning environment and/or the school community.

● When the posts are made to plan disruptive or illegal behavior at school. Examples include harassing, threatening, or bullying posts, those planning to set up a fight, or announcements about planning to bring prohibited substances to school for sale or to share with other

students.

● Posting fights or other incidents that interfere and/or cause a distribution to the learning environment or school community.

The responsibility for the dress and attire of a student rests

primarily with the student and their parents or caregivers. If the student’s attire threatens the health or safety of any other person, then discipline for dress or attire violations should be consistent with discipline policies for similar violations. The items listed below are not allowed:

 

● Clothing may not depict, advertise or advocate the use of alcohol, tobacco, marijuana, or other controlled substances.

● Clothing may not depict pornography, nudity or sexual acts.

● Clothing may not use or depict hate speech targeting groups based on race, ethnicity, gender, sexual orientation, gender identity, religious affiliation, or other protected groups.

● Clothing, including gang identifiers, must not threaten the health or safety of any other student or staff.

● Clothing may not display profanity.

  • It is PPS Policy that all students wear their school ID and Lanyard each day.

 

Food Policy

 

  • Individual, covered or resealable drinks are okay.
  • Staff-approved snacks are okay.
  • Any food a teacher brings for students needs to be consumed within that class. 
  • If snacks are provided to students by the support staff during the passing period students must eat the snack with the staff member that provides the snack.
  • No outside meals are to be delivered to HTMS, unless a parent provides an outside meal directly to their student. 
    • DoorDash or similar services must be pre-arranged by parents and/or guardians and the front office must be notified. 
    • The meal must arrive in the office in time for the student’s lunch hour.

    • The meal must be clearly marked with the student's name and the student can come to the office and pick it up. 
    • If the meal does not arrive on time an alternative space may be provided for students to eat their food: NOT in the office. 
    • Meals that have not been pre approved will be held until the end of day.
